CAGAYAN DE ORO CITY—The regional office of the Land Transportation Franchising Regulatory Board (LTFRB) is in the thick of preparation to become an ISO 9001:2000 office.

ISO 9001:2000 refers to standardized, predictable, and globally understood process language hinged on an international agreement on Smart Management Practices.

It offers assurance that an organization's services will consistently meet an expected quality standard through a strategic upgrade of processes or documentation. It is also granted or renewed on a per-function basis, hence, there are about 14,000 known ISO accreditations known worldwide.

The move is also pursuant to Executive Order 605 Instituting Structure, Mechanism and Study to Implement the Government Quality Management Program (GQMP) of Philippine public offices.

Its primary aim is to standardize the national competitiveness agenda particularly on the frontline services or government to business transactions (G2B) needed by a customer. It likewise serves as a barometer for organizational effectiveness in achieving individual office Quality Management System (QMS) objectives.

Sultan Mandangan Darimbang, who heads the LTFRB regional office here, said he is making things in order and that such measure was to establish a reputable public office.

Such activities they did in order to achieve this is by rehabilitating their office structures and setting up one-stop shops that will certify and accredit clients.

This move, he added, is also for easy access and eliminates the bureaucratic red tape.

Meanwhile, on the issue of unregistered public utility vehicles vehicles, the so-called koloroms, Darimbang said law enforcement agencies like the TMG and LTO are the only ones responsible in apprehending and filing cases against violators.

“LTFRB is a quasi-judicial government institution. We can only certify, verify and accredit vehicles to be come legal,” he clarified.
