Sibugay is ‘conflict-manageable and development- ready’

IPIL, Zambosibugay: The 79th province created in the Philippines is declared “Conflict-Manageable and Development-Ready,” a new information reaching Misamis News Digest said.

The pronouncement came after a joint resolution was approved by members of the Provincial Peace and Order Council (PPOC), the local government unit, PNP, and AFP during its 4th Quarter meeting held here last Nov. 6.

Governor Wilter Yap Palma said he is happy to see discussing such important matter declaring his province as easy to deal with in terms of conflict.

In his speech, the governor mentioned the recent release of Jewel Nique, who was kidnapped last July 2014 in Olutanga town, as well as a Chinese national from Kabasalan who was also released last week, were proof enough of such assertion.

Palma called on his constituents to be vigilant and to report any threats to proper authorities such as the PNP and AFP to preempt any similar incidents.
For his part, 102nd IB commanding officer Col. Ignacio A. Obligacion, gave a briefing on the NPA problem and its efforts against communist insurgency, including internal peace and security operations of the province.

He mentioned Tampilisan of Kabasalan town as the only area left and affected, though less influenced by communist rebels as the situation is presently dealt with by the 44th IB.

On the other hand, PNP provincial director Police S/Supt. Robert Roy V. Bahian reported that PNP members in Sibugay totaled 766, with a ratio of one policeman for every 865 people.

He added that the province remains peaceful and manageable, with relatively improved peace and order situation compared from past years.

The PPOC tackled also the coming visit of Rep. Rufus Rodriguez on Nov. 21 to discuss, deliberate and review the Bangsamoro Basic Law.

Palma enjoined his probinsiyanos to participate in the consultation to give peace a chance so that progress will follow.

Scheduled with the BBL consultation is the formal signing of the joint resolution passed by the PPOC.
