Lieutenant General Benjamin Dolorfino urged the support and
collaboration among the society's basic stakeholders, which are the
armed forces, the government and the people, in
This he proposed during the joint meeting of Region IX's Development
Council (RDC) and the Peace and Order Council (RPOC) last December 10,
2009 at Hotel Alindahaw, Pagadian City.
Dolorfino said that in order to attain a strong society, there should
be "mutual support and collaboration among the three stakeholders". He
gave emphasis on the logic that it's no use solving the problem
without giving attention to the cause first. "[There's no use] cutting
the branches and leaves if we do not address the roots. We have to
work together…', he said.
He explained that the Army is on the "process of revising the internal
security campaign" and that their top enemy is the communist terrorist
movement. He revealed their Six Lines of Operations, which are
promoting peace and order, good governance, socio-economic
development, cultural harmony, environmental management, and public
information. These are based on the Six Societal Dimensions namely:
the Military, Political, Socio- Economic, Cultural, Environmental, and
Informational.
On the issue that the Army is giving special treatment to foreign
kidnap victims, Dolorfino said cleared that some operations in
rescuing victims are not announced to the media, comparing this to the
abduction of Fr. Sinnott wherein it has gathered massive media
coverage. Furthermore, he called for the people to treat the PNP and
AFP as having no favoritism on the nationality of the kidnap victims.
Dolorfino added that "soldiers are not only warriors; they [also] lead
the way to peace and development".
