RPOC tackles unified security convergence action plan

ACTIONS focused on security and economic convergence plan was the main brought to light in the recently conducted seminar-workshop and coordinative meeting of the Regional Peace and Order Council (RPOC) held at Hotel Alindahaw.

The said meeting also dealt with the Social Integration Program (SIP) and Executive Order No. 773, which reorganized the RPOC and assigned its new members as the regional and provincial counterparts.

The SIP refers to former rebels who have chosen to return to mainstream society and lead normal lives with their newly acquired economic and social opportunities.

Actually, the meeting, chaired by Gov. Aurora Cerilles, was to “give more meaning to Pres. Gloria Arroyo’s EO No. 773 which focused mainly on the council’s reorganization and the counter-insurgency drive involving the cooperation of many sectors.”

Under EO No. 773, the RPOC shall be headed by the DILG Secretary and as new members counterparts of the DFA, DND, DOJ, DA DAR, DPWH, DSWD, DOH, DTI, DOTC, DepEd, DENR, Press Secretary, chairs of the NCIP and the Dangerous Drugs Board and the Presidential Adviser on the Peace Process (OPAPP).

Another issue tackled is the convergence plans of the RPOC which combine PNP, AFP and civilian operations in addressing internal security concerns in their areas of responsibilities.

Cerilles, in her message, cited the need to take in consideration the actual conditions in the regions and provinces and synchronize all efforts in addressing such internal security concerns.

“Let’s give peace a chance,” was the governor’s curt remark.
With the reorganized RPOC, it was recommended that a Regional Internal Security Operations Convergence Office (RISOCO) be created in the region.

RISOCO, according to the governor, will come up with a workable peace and development plans that will be attuned to the respective peace and order initiatives of local government units and in insurgency and conflict-afflicted areas.

In his visit to Pagadian last Sept. 14, DILG Sec. Ronaldo Puno disclosed that the proposals drawn up the RPOCs all over the country will be integrated in the national peace and order plan that will be approved by the president.
