PAGADIAN CITY--The Parole and Probation Administration (PPA)-9 has concluded its 1st Regional Volunteer Probation Aide (RVPA) convention, Nov. 25, with 177 VPAs and five observers in attendance.
With the sizeable number of participants at the Liga ng mga Barangay Convention Center, Chief Probation and Parole Officer Edna Godoy commented the get-together was a big success.
Under Section 28 of Presidential Decree No. 968, otherwise known as the Adult Probation Law of 1976, the PPA is mandated to recruit persons of good repute and probity to assist in the supervision and rehabilitation of probationers, to be known as VPAs.
The total number of trained and utilized VPAs then was at 2,123 but because of budgetary allocation and compensation problems, their number dwindled in the 1980s.
On Oct. 11, 2005, President Gloria Arroyo signed Executive Order No. 468 revitalizing PPA’s VPA program.
Section 3 of the EO mandates heightening and maximization of community involvement as well as participation in the prevention of crime, treatment of offenders, and the overall administration of criminal justice.
In the opening program, Nov. 24, Mayor Samuel Co’s representative, Raffy Amor, read the mayor’s welcome address followed by Gov. Aurora Cerilles’ keynote address then Philippine Parole and Probation administrator Ismael Heradura, who also gave his message.
A regional memorandum of agreement was then signed by 13 signatories on the revitalization of the VPA Program as a sign of their support and commitments.
These included DILG ARD Walter Señoron, DSWD RD Zenaida Arevalo represented by DSWO Pacita Aso; Napolcom RD Joseph Gonzalo, Ricardo Alajenio of this city’s Liga ng mga Barangay and ex-officio board member Allan Godoy, represented by Mely Sumilahig, Hja Uray Mamaludin of Rotary Club West, C/Supt Angelo Sulang represented by S/Supt George Galano Acting City Prosecutor Celso Manuales, Pagadian City Lions International President Jerelyn de Castro, Kalambuan Project Coordinator Rosalie Sanchez, Encarnacion Mago for the prison Ministry and Silsilah Forum Coordinator Zaida Lapasaran.
Regional Director Raquel Cainglet commended the MOA signatories as she thanked them for their overwhelming support and acceptance of the MOA.
“We can look forward to the realization of its provisions, that in the end a just, orderly and peaceful society can be realized,” she said.
