Dumingag, Tukuran dominate 2009 SMOBO

THE results are in and still, Dumingag and Tukuran ranked first in the two categories of the recently concluded Search for Most Outstanding Barangay Officials (SMOBO) in Zamboanga del Sur.

Dumingag belongs to 1st-3rd class municipalities along with Mahayag, Molave, Aurora, Labangan, Dumalinao and Bayog while the rest of the 26 towns of Zambosur fall under 4th-6th per class classification of the Department of Budget and Management.

From the consolidated provincial assesment report obtained by this paper, Dumingag’s outstanding Punong Barangay, Barangay Kagawad and Barangay Secretary all come from Barangay San Pablo while the Barangay Treasurer hails from Barangay Libertad.

Punong Barangay Albina Borinaga garnered 100% in BLFA while Barangay Kagawad Rickler Detalla scored 99% in membership in committees and legislative systems and procedures; Barangay Secretary Arsenio de Jose retained his 97% score from last year’s and Barangay Treasurer Arnold Duco got 98% in resource allocation.

Winners in the 4th to 6th class level are Hipolito Villamero of Sto. Niño, Tukuran who rated 100% in barangay basic services and facilities and won as Outstanding Punong Barangay while Kagawad Romeo Baltonado of Tabuan, Tukuran got 99% in membership in committees and legislative systems and procedures.

For Outstanding Barangay Secretary, newcomer Ederlinda Labiaga of Don Jose Dinas, beat Meriam Aplaca of Canipay Sur, Midsalip and Luzminda Suco of Sto. Niño, Tukuran.

Outstanding Barangay Treasurer is Emmie Nemeño of Concepcion, Tabina who scored 99% in resource utilization.

The schedule for the honoring and recognition of the winners will be announced in the coming days.

Aside from plaques of recognitions, the winners will receive cash prizes and will represent Zambosur as official entries to SMOBO regional level competition for this year.

SMOBO is an annual activity of the DILG aimed at evaluating village officials’ effieciency in running the affairs of the smallest government unit of society, Liga ng mga Barangay Federated President Allan Godoy said.

With SMOBO, the DILG can evaluate barangay governance in law and ordinance enforcements, fiscal administration like resource generation, resource allocation, development planning, legislation, basic services and facilities and compliance to directives in the barangay.

DILG Prov. Dir. Abcede Asjali and Godoy compose the chairs of the Provincial Search Committee while Patermo Lucmong, Ricardo Javate, Maribel Estoquia, Angelle Lor Pollescas, Jaime Silva and Nonita Espadilla are the members.
