NSO's Aves appeals for cooperation in Census of Population

CAGAYAN DE ORO CITY: National Statistics Office (NSO) Reg. Dir. Salvador Aves has called for cooperation in the conduct of the 2007 Census of Population (POPCEN).

During a recent meeting of the Regional Census Coordinating Board (RCCB),Aves said the NSO is intensifying their information campaign on the mid-decade 2007 POPCEN after it was postponed in May 2005 and November 2006 due to budgetary constraints.

The RCCB is composed of government agencies tasked to assist, coordinate and mobilize their respective provincial offices in the conduct of the publicity and information campaign relative to the POPCEN.

Among others, it also makes an inventory of the transportation and communication, as well as the security facilities available to answer the needs of NSO in the POPCEN operation.

On August 1, has been designated by NSO as the Census Day or the reference time by which all data to be included in the count will stop.

This, said Aves, means that all population counts to be recorded relative to the conduct of the POPCEN shall stop at this time of the day or those who are born after 12:01 a.m. of Aug. 1, 2007 will no longer be counted.

However, those who died before such a time will still be enumerated and the enumeration which will last for about 25 days will start on Aug. 1, 2007.

POPCEN is the complete count of all residents, both Filipinos and foreigners who have stayed or are expected to stay for at least a year in the Philippines that includes gathering of basic information about each individual such as age, sex, civil status, education and other demographic characteristics.

It is undertaken to provide current data on population counts, which shall be made the basis for the Internal Revenue Allotment (IRA) and the creation of new local government units (LGU) and in the conversion of some of the existing LGU’s to higher level, pursuant to the provisions of the 1991 Local Government Code.

It addresses specific data requirements of the national government agencies especially in the formulation of policies, preparation of plans and programs concerning population, redistricting and apportionment of congressional seats, allocation of resources and creation of political and administrative units and targeting beneficiaries of basic social services.

The conduct of a national POPCEN and other related data every 10 years by NSO is in accordance with Batas Pambansa Blg. 72.

So far, 11 POPCEN’s have been undertaken; the first was in 1903 and the last was in 2000, Aves also said.
